Ohk, dear friends at least you can give it a try but only work for rooted android phones.
This app called Google Play Installer, With this you can use apps protected by licence verification by android play store. It can verify licence in off line mode.
Instruction :
1. Install and run Google Play Intaller
2. Click install and reboot.
3. Enable internet.
4. Install the apk file and run.
Pleae anybody try and confirm. I can not confirm it as I already bought the application but I can confirm that I can use other app protected by licence verification, with this.

Please note that the play store icon will be changed when you install this app.
FIRST just turn off your internet connection,
then start the program.
After you can turn on the internet again
and search the database online.
